Lukashenko commented on role of district executive committee chairmen

During a meeting in Shklov today, President of Belarus Aleksandr Lukashenko said he expects greater activity from the chairmen of district executive committees in the development of their territories

The meeting participants, in particular, discussed the issue of the availability of real powers for the chairmen of district executive committees, including in terms of the disposal of financial resources and the formation of the district budget. As noted by Aleksandr Lukashenko, it is feasible to look at the Soviet experience in these matters.

“Here, on the territory of a district, a chairman of the district executive committee is the president. I said it a long time ago," the Head of State noted.

The President added that, sadly, the country lacks a normative legal act that would clearly state the powers and functions of the chairmen of district executive committees. As a result, disputes arise over the departmental subordination and limits of competence. However, Aleksandr Lukashenko is convinced that the rights and powers of local leaders should be expanded.

“It is very important for a district executive committee chairman to be the president in this territory. The police, the prosecutor, banks and others should not obey him (they have the appropriate powers), but move along the same path – being led by a representative of the President, who is also the district executive committee chairman,” the Head of State noted.
