Lukashenko on personnel policy in regions: executive committees need more powers

During today’s meeting of the Presidium of the Belarusian People’s Congress, Head of the President Administration Dmitry Krutoi has presented a draft decree on strengthening the role of chairs of district executive committees in the development of regions

One of the blocks of the draft decree concerns the work with human resources. In particular, it is proposed to expand the list of officials to be approved by chairs of district executive committees. It is about heads of organisations that are important for the district: it is proposed to approve them by a list at the level of regional executive committees (for each district).

At the same time, the Government proposes to exclude from the list the positions of heads of organisations of private ownership, as well as heads from the personnel register of the President or the Council of Ministers. Chairs of district executive committees also come up with a proposal to co-ordinate deputy heads of communal organisations. It is also proposed to include specialists in the field of agriculture on the list: chief engineers, chief zootechnicians and chief agronomists.

President of Belarus, Chairman of the Belarusian People’s Congress Aleksandr Lukashenko commented on these proposals: it is necessary to spell out everything in detail and clearly.

“We need a comprehensive document. Chairs of district executive committees should have it as a desk book,” the Belarusian leader noted.

The Head of State also touched upon the issue of influence on private structures, “Chairs are chars, and they have to deal with everything. It’s okay if, in some sense, they approve and co-ordinate the heads of private structures. Then they will have an influence on it. What are we afraid of? Are we again proceeding from some market postulates?”

According to Dmitry Krutoi, this was a proposal of the Government; the draft decree proposes to approve the most important enterprises in the district (including private ones) at the level of regional executive committees.

“If we want the district to be governed, we should not tear something off and give it to chairs of district executive committee, saying that this is your area of responsibility and this isn’t yours. That’s how they will be working,” the Head of State underlined.

The President demanded that all proposals should be drawn up in the form of a legal act, enabling local leaders to understand what they are personally responsible for.
