Head of Belarus President Administration on tasks for district heads: major goal is to stop outflow of population
During today’s meeting of the Presidium of the Belarusian People’s Congress with the participation of President of Belarus, Chairman of the Belarusian People’s Congress Aleksandr Lukashenko, Head of the President Administration Dmitry Krutoi has presented a draft decree on strengthening the role of chairs of district executive committees in the development of regions
Mr. Krutoi, in particular, noted, “Strong regions have been identified as a priority for the next five years. Based on the results of his regional trips, the Head of State has set a number of urgent tasks for chairs of district executive committees. The main goal is to stop the outflow of the economically active population. According to information from the National Statistical Committee, 300-400 people leave an average district for 8-10 thousand people employed in the economy every year.”
The President drew the attention of district heads to this aspect. Mr. Krutoi highlighted a number of areas, “The first is the urgent restoration of the work of district organisations providing a wide range of agricultural services, construction mobile mechanised brigades, departments for sale and distribution of mineral and chemical fertilisers to collective and state farms, organisations responsible for servicing milking machines, drilling water wells, and providing fuel.”
The second is the need for reforms in the agro-industrial complex which includes a targeted, economically justified and financially verified consolidation of farms in relation to the leaders – beacons of the district, resumption or expansion of the practice of using agricultural machinery teams, movement of livestock to new dairy complexes, accelerated land reclamation, work with dilapidated houses, involvement of land in agricultural turnover.
The third is the active involvement of economically unemployed citizens in the districts.
And the fourth is the search for new points of growth, including through the continuation of established country programmes.
According to the Head of the President Administration, such programmes include One District – One Project, the development of the south-east of the Mogilev Region, the revival of Polesie, the integration agro-structures of the Vitebsk Region and a number of others.
“In the draft decree on strengthening the role of chairs of district executive committees, we tried to focus on solving these pressing issues,” Mr. Krutoi added.
