Lukashenko: generational change period should be passed very carefully and delicately
There is a generational change, this period is always very dangerous, so it needs to be passed especially carefully and delicately – as noted by the President of Belarus, Aleksandr Lukashenko, at today’s ceremony of awarding doctor of science diplomas and professor certificates to scientific and scientific-pedagogical workers
Vyacheslav Danilovich, the Rector of the Academy of Public Administration under the aegis of the President of Belarus, was among those speaking at the meeting. Addressing the Head of State, he spoke about the work, for which he had been awarded the degree of Doctor of Historical Sciences. The research was devoted to the role of young people in the life of Soviet Belorussiya in the difficult interwar period of 1921-1939.
“Those were the years of great creation. Everything was embraced, including industrialisation, collectivisation, and cultural revolution,” the President responded, also pointing out the importance of the current historical moment. “Whether we like it or not, there is a generational change – which is always a very dangerous period, and it is necessary to pass it very carefully and delicately,” he drew parallels. “Therefore, this experience is very important for us. At that time, even greater changes were taking place in production, at the heart of our whole life. Those were the times of collectivisation and industrialisation, and they were hard. People coped then, and it is easier for us now: we have a solid base, including the scientific one. There is now a change of generations, and we should not make a mistake. That's why you and your students need to be closer here.”
The President also drew attention to the transformations that are taking place in the political field today. In particular, the Belarusian People's Congress has become a constitutional body, and it should be taken seriously. “It's complete nonsense if someone thinks that it is just a chair for Lukashenko. It is not a simple matter, it is serious. It is also a restrictor for the authorities and a supervision from above. Accordingly, appropriate people should be represented there. We should not repeat the Gorbachev period, when we watched over everything that was happening like cartoons – rejoicing it and asserting that happiness will come. The country was destroyed, and we got ourselves into a pit. We should not repeat this. Therefore, this structure is very important to us, it must be integrated into our life,” Aleksandr Lukashenko added.
The Head of State pointed out the falseness of the opinion that all decisions should be made solely by the President, emphasising the increased role of the Belarusian People’s Congress, “This body should be on guard during the transition period, the change of generations, it should see what is happening. Therefore, both the Military Doctrine and the National Security Concept – which are the most important issues of war and peace for us today – should be settled there.”
At the same time, the President believes that the decisions of the Belarusian People's Congress should be taken by a closed vote so that there is no pressure on its delegates. The issues of the economy and quality occupy a special place as well. “We need not to decrease the quality during this period of generational changes,” Aleksandr Lukashenko noted.
The Belarusian leader stressed that this is necessary in order not to repeat the mistakes of the 1990s. He instructed the Rector of the Academy of Public Administration, “You should gather around yourself (especially since you are the rector) people who would promote the truth – as it was at that time – and transfer it to the present. In no case should you tell lies and act unfairly. These are simple ideas which form the basis of my policy.”
The Head of State also drew attention to the importance of training managerial personnel and the Academy’s role in this process, “We must have the best educational institutions, because they mostly train future managers. There should be a serious level of quality. We are training the future: this is our youth. Managers are the most important issue of this future.”
