Lukashenko: district executive committee chairmen fail to fully perform their obligations

The chairmen of district executive committees do not fully perform their managerial obligations – as stated by President of Belarus, Chairman of the Belarusian People's Congress Aleksandr Lukashenko, at today’s meeting of the Presidium of the Belarusian People's Congress

The Head of State recalled that it is the Presidium of the Belarusian People's Congress that, in the period between meetings, should promptly resolve issues within its competence. Therefore, the Presidium will have to analyse the key directions of the development of society and elaborate specific proposals. One of the issues on the agenda was a draft decree concerning the strengthening of the role and raising the status of the chairmen of district executive committees in regional development; the document was submitted for consideration at today’s meeting. The Head of State noted in this regard, “Our district executive committee chairmen are not involved [in the managerial duties] in the way they should. They do not fully perform the tasks that heads of district executive committees should be responsible for.”

According to Aleksandr Lukashenko, the President's decision on the implementation of the One District – One Project programme acts as a criterion. “We see that all chairmen of our district executive committees understand what needs to be done, but they fail to do it. This is about the effectiveness of our power – starting from the President and ending with the governors. On the other hand, our lawyers explained that we have no regulatory legal act that would clearly outline what a district executive committee chairman is responsible for. If there is any, then it is not enough. Let's make this decision, because – if the governors and chairmen of our city and district executive committees work normally – the country will be fine. Therefore, we will discuss this strategically important document today,” the President addressed those present.
