As Marcelo Rebelo de Sousa noted, European political systems are in deep crisis, and that is why ‘voids are opening up through which new inorganic realities are entering’. According to him, the systems ‘designed for the aftermath of the Second World War and for the aftermath of the transition in the evolution from the 20th century to the 21st century are in crisis and outdated’. He added that they "have not adapted to digitalisation, to energy change, to scientific and technological advances, to mobility’.

The Portuguese head of State stressed that his country and Europe are ‘at the end of one historical cycle and the beginning of another’. According to him, ‘the world will not be the same anymore’, regardless of the outcome of the US presidential election.
