In Shklov, the Head of State convened a meeting on the effective development of agricultural production in the Shklov and Orsha districts, and immediately raised the issue to a higher level: on nationwide scales. “The topic of today is the order and further reform of agriculture," the President said.

According to Aleksandr Lukashenko, attention should also be paid to the role of the chairmen of district executive committees. It is about the legal regulation of their activities and a clear understanding of their powers and range of issues they supervise. "I think there are questions to us, and to me,” he said.

The President stated that there is actually no normative legal act on the chairmen of district or regional executive committees in the country, which would clearly outline the relevant issues for everyone. “Meanwhile, it is needed – so that they open the booklet and read what powers and functions they have [as executive committee chairmen],” he noted.

Aleksandr Lukashenko explained that it would be then clear to everyone what and from whom the chairmen of executive committees could demand, there would be no disputes about departmental subordination and the limits of competence.

During the meeting, the Head of State drew attention to the need to resolve a very important issue: to determine the methods of increasing the efficiency of agricultural production in two major GDP-generating regions.
