Historian on uniqueness of Belarusian People's Congress as democratic institution of power
Such forms of government as the Soviet councils’ sessions, congresses of the USSR people’s deputies and the National People's Congress of China were formed on the basis of historical traditions. The Deputy Chairman of the Standing Committee of the House of Representatives on Education, Culture and Science, Doctor of Historical Sciences Vyacheslav Danilovich, explained whether these structures could be viewed as analogues of the Belarusian People’s Congress.
“I think such comparisons are possible, but only to a certain extent. The mentioned structures are primarily analogues of the parliament, though the Belarusian People's Congress is much broader in its status and significance. It unites not only deputies, but also the executive branch leaders and representatives of public organisations. Accordingly, the interaction between the government and society is much stronger, making it possible to take into account the balance of interests of various social groups as much as possible, and therefore ensure the calm, progressive development of society and the state. Importantly, the Belarusian People’s Congress is a guarantor of the evolutionary nature of changes. In this regard, I would like to note as a historian that the limit of wars, armed conflicts and revolutions has long been exhausted for Belarus, since we live at a geopolitical crossroads, and there have been thousands of them in the republic’s history," Mr. Danilovich noted.
