Belarus’ Justice Ministry: 93% of laws envisaged by constitutional reform plan already adopted
93 percent of the laws stipulated by the constitutional reform plan have already been adopted in Belarus, the Justice Ministry reports
Speaking at the recently held board meeting, Justice Minister Sergei Khomenko noted, “Since the adoption of amendments and additions to Belarus’ Constitution, the normative activity of each state body is based on the consistent and full implementation of constitutional norms and principles. It is very gratifying to be involved in this significant process.”
He stressed that rulemaking is among the priorities of the Justice Ministry, which is constantly taking measures to improve the quality of legislation, as well as the effectiveness of interaction between government agencies involved in the rulemaking process. Mr. Khomenko also emphasised that, when preparing projects aimed at implementing the Constitution, the attention of the relevant bodies is focused on the developed approaches that should be applied when preparing amendments to legislation.
In turn, the First Deputy Justice Minister, Natalia Filippova, elaborated on the planned large-scale work to prepare and bring legislative acts into line with the Constitution. She said that 93 percent of the laws provided for by the relevant plan have been adopted by now, three bills have already been adopted by the House of Representatives in the first reading, three more drafts have been prepared for submission to Parliament. The work dealing with updating of the laws and decrees of the Head of State that required mutual agreement is at its final stage.
“The work on bringing legislation into line with the Constitution is being carried out in compliance with the established deadlines, the remaining measures are being monitored and are at the final stage,” Ms. Filippova added.
