The work of the internal affairs bodies will be improved
The operational situation in the country and the development of the system of internal affairs bodies were discussed during the report to the President of Belarus by the Internal Affairs Ministry officials. The keynote speaker was Internal Affairs Minister Ivan Kubrakov. Attending the meeting were also State Secretary of the Security Council Aleksandr Volfovich and Deputy Internal Affairs Ministers Nikolai Karpenkov and Dmitry Korzyuk.
“Our people know and understand that we have lately been doing a lot to improve the system of government in our state, including its military component, keeping in mind the situation around Belarus. There are also plenty of problems inside the country. Therefore, today we will discuss the current issues related to the improvement of the operation of the Internal Affairs Ministry. We will also consider a number of other matters that you, first of all the Minister, wanted to discuss long ago and take a decision on,” said the President.Aleksandr Lukashenko stressed to keep in mind that there should be no narrow institutional interests and excesses, which go contrary to the direction of the state development,
“Everything should fit into a single concept, and we have to act according to the situation. I am saying that there is never any extra money. If we must do something, then we must do it.”
Ivan Kubrakov reported that the operational situation in the country remains under control, “There are no issues or drastic changes. The internal affairs bodies are working primarily on crime prevention.”
As for the development of the system of internal affairs bodies, the minister reported that the work of community police officers has improved. According to him, the Internal Affairs Ministry has returned to the Soviet system of community police officers.
“Now we have set up community police centres, centres for the protection of public order with a community police officer in charge. We have designated office hours, conveyed this information to the community, so people know when they can meet with a senior community officer,” Ivan Kubrakov specified.
Later, the Internal Affairs Minister shared with journalists the details of the discussion and some instructions of the President. In particular, he touched upon the topic of preventive work: it yields noticeable results. Thus, the number of murders has decreased by 17 percent since the beginning of the year, and the number of crimes with serious bodily injuries has also decreased.
But the number of cases of cyber fraud is not decreasing yet. Ivan Kubrakov dwelled in more detail on the crimes that are popularly called ‘Hello, Mom!’. Most often, elderly people fall into the trap of telephone scammers: they are told about the committed illegal act against close relatives and thus swindle money. The minister added that almost all calls come from outside of Belarus, call centres are mainly located in Ukraine,
“We have analysed the situation. When information appears in the media that electricity is disappearing during a special operation on the territory of Ukraine, there are some issues with the Internet, not a single call is received on the territory of Belarus.”
At the same time, Ivan Kubrakov said, the situation has been reversed — couriers working for scammers are mostly detained, and the detection rate for such crimes today is about 80 percent.
During the report, several proposals were made to the Head of State to improve the work of the internal affairs bodies. One of them concerns a change in the structure of internal troops. The President fully supported the proposals and set a number of other tasks to improve the internal troops of the Ministry of Internal Affairs.
They also discussed the development of a personnel training system for the Ministry of Internal Affairs.
“We begin to train future employees of the internal affairs bodies from the age of 9. These are our patriotic clubs, which were created at the military units of the internal troops. They justified themselves very well, and today they number about 2,000 people. The next stage of education is the Specialised Lyceum of the Ministry of Internal Affairs in Minsk. This year, the competition for admission there was more than three people per place. Next — the Institute, the Academy of the Ministry of Internal Affairs, our training centre. The proposal was made to the President to establish a lyceum of the Ministry of Internal Affairs in Mogilev. The Head of State supported this proposal, but set the task of creating lyceums in all regions of the country,” explained Ivan Kubrakov.
