The Head of State said that earlier these problems had been discussed behind closed doors at a Security Council meeting, arousing hot disputes whether all this should be brought up for public discussion.

“But what should we be afraid of? After all, the main task is to counter [threats], if necessary. How will people resist if they do not know in advance what to resist? People often think and say that we are ‘doing something’ here at the top, but they don’t know anything of this. So, the country’s leadership will bring this knowledge to the people through the Belarusian People’s Congress delegates. When you return home, you will have to read the National Security Concept. I advise you to read the concept and doctrine. Everyone should be aware of these problems. This knowledge will help you understand the text of the concept more deeply. You will need to answer people’s questions. Therefore, we do not hide anything, we speak openly. We have created a very serious document, discussed certain provisions on dialogue platforms and today we have once again brought it more openly to the delegates. Now it is your turn to speak.”
