Lukashenko: closed legal act to be adopted to develop Belarus’ National Security Concept

Leading experts and professionals in the field of security were joined by representatives of civil society and concerned citizens in the work on Belarus’ National Security Concept – as stated by President of Belarus Aleksandr Lukashenko at the 7th Belarusian People’s Congress

“Everyone who cares about the future of the country could familiarise with the text of the document and participate in discussions, making certain proposals to supplement it,” the Head of State said. “Of course, not all mechanisms for protecting national interests and national security have been put up for public discussion. To realise the seriousness and importance of the concept, you should know that a closed legal act is adopted to develop the document, which establishes a system of indicators for all spheres of life (political, economic, military, etc.). On the basis of these indicators, the state of national security is assessed at various intervals. We study how things are going on in one area or another, draw appropriate conclusions and bring them to the attention of the Belarusian people.”

The President noted that it is not enough to simply fix certain general provisions in the concept, “We need to monitor how the situation is changing, how the priorities we have outlined are being fulfilled and what response measures need to be taken. As a result, we have a comprehensive cross-section of the development of the state at a certain stage. In fact, these two documents – the concept and its non-public part – represent a single whole. Both the National Security Concept and the Military Doctrine of Belarus are the most important documents of strategic planning. Meanwhile, strategic issues today are within the competence of the President, as well as the Belarusian People’s Congress. Therefore, I ask you to pay close attention to the information I give you, and to the more specific information that will be presented here by the heads of the three law enforcement agencies. It is we who have to solve the complex tasks set out in the concept and doctrine! The time has chosen us!”
