The Head of State noted that today is a truly historic day, “For the first time, the Belarusian People’s Congress of the seventh convocation begins its work in a constitutional status. For the first time, the President's Address – which according to our Constitution is delivered by the Head of State once a year – will be announced during a national forum, which will become an annual tradition.”

The President stated that he deliberately leaves out the development of the real sector of the economy in his report. All topics have been discussed in detail during the recent meetings – widely covered – with the relevant instructions being given.

“Today’s event actually divides the history of the country’s political life into before and after. And this is an evolutionary movement and development,” Aleksandr Lukashenko noted. “The historicity of the moment is determined not only by the new status, new functions, and new powers of delegates. What matters is not what, but how we do it: how we improve the model of political structure without breaking the way of life, without abandoning traditions, how we do it evolutionarily, in a Belarusian way, in a balanced manner, calmly and relying on the opinion of the majority. We are calm about Western liberals’ rejection of our model of political development. Despite this, we ourselves do not deny the progressive forms of Western European democracy. Rather we integrate them in our political structure, our culture, and our worldview, if they do not contradict our principles and values.”
