The Alley of Honours is located in the mountainous part of Baku. It was created by order of the Council of Ministers of the Azerbaijan Soviet Socialist Republic in 1948, and – according to the list attached to the order – the graves of prominent figures of literature and culture of Azerbaijan were to be moved to the Alley of Honours.

Outstanding personalities who died after the creation of the Alley of Honours were, as a rule, buried here. Accordingly, it periodically became a place of national pilgrimage. The national leader of Azerbaijanis, Heydar Aliyev, was buried here in 2003. Since that time, millions of people, including heads of state and government visiting Azerbaijan, and representative delegations, are visiting the Alley to honour the memory of the Azerbaijani leader.
